Abstract
Ir. Sukarno Street, located in Kendari City, is one of the main roads with high traffic activity levels. Side obstacles such as parking activities, stopping public transportation, and pedestrian movements affect road capacity and the degree of saturation (DS). This study aims to analyze the relationship between side obstacles and the degree of saturation to provide relevant recommendations for traffic management in the area. Data were obtained through traffic surveys and direct observations at the study site. Side obstacles are classified into several categories, including stopped vehicles, parking activities, and pedestrian movements. The degree of saturation was calculated based on the Indonesian Highway Capacity Manual (PKJI) 2023. Data analysis was conducted using statistical methods and simulations to understand the impact of side obstacles on road capacity and the degree of saturation.
The results of the study show that an increase in side obstacles by 425 incidents significantly raises the degree of saturation. The category of side obstacles with the greatest impact is stopped vehicles, which can reduce road capacity. The degree of saturation on Ir. Sukarno Street during peak hours reaches 0.34, indicating the need for traffic interventions. Side obstacles significantly impact the degree of saturation, as increased vehicle activity leads to more vehicles stopping or parking on the road shoulder. This, in turn, affects traffic flow speed and road performance. To improve road performance, measures such as parking arrangement, public transportation management, and pedestrian facility development are required. The findings of this study are expected to serve as a basis for the local government in formulating effective transportation policies in Kendari City.
